A buyer under contract on a canal house near Seaview Drive called me last month with the question every Duck Key buyer eventually asks: what's the HOA fee here. I told her there isn't one. She didn't believe me until she pulled up her own tax bill.
That's usually how this conversation goes. Someone assumes an island with security cameras, speed radar signs, and a name that sounds like a governed community must have a master association collecting dues to pay for all of it. Duck Key does have cameras. It does have speed enforcement. It even has a board with the word "Duck Key" in its title. What it does not have is a homeowners association with the authority most buyers picture when they hear that phrase.
Duck Key runs on two separate groups that share almost nothing except geography.
The first is the Duck Key Property Owners Association, a nonprofit that has operated as Duck Key Community Benefit, Inc. since January 2018. It maintains the Welcome Gardens near Corsair, Schooner, East Seaview Drive and Fern Street, acts as the community's liaison with Monroe County, and funds capital improvement projects the island wants but the county doesn't budget for. Membership is voluntary. Applications go out to property owners every December, dues are tax-deductible as charitable contributions, and skipping the application carries no legal weight beyond opting out of a group whose stated goal is protecting shared property values.
The second is the Duck Key Security District Advisory Board, and this one is not optional. Monroe County's Board of County Commissioners created it as a Special Taxing District, at the request of the property owners association, for what the county describes as the purpose of providing security services to the residential areas of Duck Key. Seven advisory board members, each a District 4 appointment serving a three-year term, oversee a budget that lands on your county tax bill whether you signed up for anything or not.
That budget funds real infrastructure. Meeting minutes from May 2025 describe an Insight license plate reader system the board discussed adding, speed radar signs the Monroe County Sheriff's Office actively uses to schedule patrols, and cameras positioned along Seaview and Harbour that get serviced and occasionally replaced when they show wear. The board approved its assessment rate for fiscal year 2025-26 at that same meeting, the same way a fire district or a mosquito control district sets its rate every year.
Here's where the distinction stops being trivia and starts being money.
Florida's homestead exemption reduces the assessed value the county multiplies by the millage rate to calculate your ad valorem property tax. A Security District charge is a non-ad-valorem assessment. It isn't calculated from your home's value at all, which means the exemption that shields the first portion of your assessed value from taxation does nothing to this line. It shows up on the same November bill, collected by the same tax collector, but it runs on a completely different set of rules.
Because the assessment attaches to the parcel rather than to a membership roster, it survives every closing automatically. You inherit it the day you take title, whether you've ever heard of the Security District Advisory Board or not. Skip your Duck Key Property Owners Association application, on the other hand, and nothing attaches to the deed. No lien, no title complication, no obligation the next owner has to sort out. On paper, both look like line items connected to living on this island. Under Florida law, they behave in opposite ways.
Pull the current tax bill or TRIM notice for the parcel and look for the Security District line separately from the general county millage. It will not shrink because of a homestead exemption, and it will not appear labeled as an HOA fee on any closing disclosure, because legally it isn't one.
Ask the seller whether they're a current Duck Key Property Owners Association member. That answer tells you about the state of local landscaping upkeep and community involvement. It tells you nothing about what you'll owe once you close.
If your lender or title company requests an HOA estoppel letter, expect some back and forth. The property owners association can confirm membership status, but there's no master association with authority to issue a binding estoppel the way a Florida condo association or a deed-restricted subdivision would. Loop your closing agent in early so nobody spends a week chasing a document that doesn't exist in the form they're expecting.
Read the Security District Advisory Board's public meeting minutes before you close rather than after. Monroe County posts them, and they spell out exactly what the current assessment funds, from camera maintenance to license plate reader technology to coordination with sheriff's patrols. Knowing what the money buys beats discovering it later on a bill you didn't budget for.
Part of the confusion isn't the buyer's fault. Both organizations existed as informal island arrangements for years before the county formalized the tax district, and plenty of longtime owners still refer to the whole setup as "the HOA" out of habit. A seller who has paid the Security District assessment for two decades may describe it that way during a disclosure conversation, and a buyer's agent unfamiliar with the island can take that literally and start asking for documents that don't exist in the form a traditional HOA would produce. Naming the two systems correctly during a walkthrough or a listing consultation saves everyone a confused phone call closer to closing.

Does Duck Key have a gate or a guard house? No. The Security District funds cameras, speed radar signs, and license plate reader technology, not a staffed gate or a private patrol. Response and enforcement run through the Monroe County Sheriff's Office.
Can I opt out of the Security District assessment? No. Once the Board of County Commissioners created it as a special taxing district, it attaches to every affected parcel and is collected with the county tax bill. It isn't a voluntary membership like the property owners association.
What does my Duck Key Property Owners Association membership actually pay for if it isn't mandatory? Mainly the Welcome Gardens landscaping near Corsair, Schooner, East Seaview Drive and Fern Street, along with capital improvement projects the association takes on as a community liaison with the county. It's a good-neighbor contribution, not a legal obligation tied to the deed.
